Não podemos deixar isso acontecer', afirmou presidente na Rio+20.
Países debatem compromissos pela sustentabilidade na conferência.

 

Enquanto os chefes de Estado e governo discursavam em tom ameno, no primeiro dia do segmento de alto nível da Rio+20, nesta quarta-feira (20), as organizações não-governamentais endureciam as críticas ao rascunho que os diplomatas prepararam durante os primeiros dias da conferência.

As ONGs reunidas no Rio criaram uma petição, já assinada por mais de mil pessoas, dizendo que recusam o texto atual do documento e pedindo que “as palavras 'em concordância com a sociedade civil' sejam removidas”, como informou Wael Hmaidan, da organização ambiental Climate Action.

“O texto é catastrófico. Os problemas estão aí e é como se os líderes dissessem que não querem resolver”, disse Marcio Astrini, coordenador do programa Amazônia do Greenpeace, à Globo News

O texto da Rio+20 tem sido criticado porque avança pouco em ações efetivas: não deixa claro quais são os objetivos de desenvolvimento sustentável que o mundo deve perseguir, nem quanto deve ser investido para alcançá-los, e muito menos quem coloca a mão no bolso para financiar qualquer ação de sustentabilidade. O que o documento propõe são planos para que esses objetivos sejam definidos num futuro próximo (veja abaixo um quadro com o que foi negociado).

"A crise econômica está sendo privilegiada [na negociação]. O documento é uma pá de cal na Rio+20. O erro não é colocar 100 bilhões no FMI, é não colocar 100 bilhões em um fundo ambiental. Venceu a tese norte-americana. Prevaleceu a tese de que esforços são bilaterais. Que cada país tem que fazer as suas ações. Há um consenso de que o documento não é satisfatório", disparou a ex-ministra do Meio Ambiente Marina Silva.

A ministra do Meio Ambiente, Izabella Teixeira, afirmou que a "Rio+20 não é uma conferência que tenha fracassado. "Ela sinaliza novos caminhos em relação à biodiversidade e mantém o legado de 92. Muitos países desejaram rever o acordo de 92", disse.

O embaixador brasileiro Luiz Alberto Figueiredo, que liderou as negociações sobre a redação do documento e vinha comemorando sua rápida aprovação, nesta quarta criticou a incoerência de pedir mudanças sem se propor a financiá-las. “Não se pode exigir ambição de ação sem ambição de financiamento. Quem pede ambição de ação e não põe dinheiro na mesa está sendo incoerente”, disse.

Plenária
Dentro da plenária dos líderes, no Riocentro, o tom era diferente. "As negociações foram longas, árduas, muito dificeis mesmo. Contudo, fizemos progressos significativos, principalmente nos ultimos estágios", afirmou o secretário-geral da ONU, Ban Ki-moon. "Fizemos história esta semana. Estamos perto de fazer um acordo que pode criar nosso futuro sustentável", acrescentou.

A presidente brasileira Dilma Rousseff caracterizou a conferência como o início de um processo de renovação. "A tarefa que nos impõe a Rio+20 é desencadear o movimento de renovação de ideias e de processos, absolutamente necessários para enfrentarmos os dias difíceis em que hoje vive ampla parte da humanidade", afirmou a presidente. "Sabemos que o custo da inação será maior que o das medidas necessárias, por mais que essas provoquem resistências e se revelem politicamente trabalhosas", acrescentou.

A divisão entre países desenvolvidos e em desenvolvimento segue marcada nas negociações. Em seu discurso, o primeiro-ministro chinês foi enfático ao defender o princípio das “responsabilidades comuns, porém diferenciadas”, pelo qual os países mais ricos devem ter um maior compromisso em relação ao meio ambiente, já que estão poluindo há mais tempo. “O processo global de desenvolvimento sustentável não é um processo equilibrado. A brecha entre Norte e Sul aumenta cada vez mais”, apontou. “Precisamos reconhecer que os países estão em fases de desenvolvimento diferentes”.

 

O que vinha sendo negociado

Fortalecimento do Pnuma – cogitava-se transformar o Programa das Nações Unidas para o Meio Ambiente em uma instituição com status de agência da ONU, como é a FAO (de Alimentação).

Oceanos – Era uma das áreas em que se esperava mais avanço nas negociações, porque as águas internacionais carecem de regulamentação entre os países.

Meios de Implementação – questão-chave para os países com menos recursos, significa na prática o dinheiro para ações de desenvolvimento sustentável. Os países pobres propuseram a criação de um fundo de US$ 30 bilhões/ano a ser financiado pelos ricos.

ODS – Os Objetivos de Desenvolvimento Sustentável, metas a serem perseguidas pelos países para avançar ambiental, política e socialmente, eram uma das grandes cartadas para a Rio+20.

 

Como ficou no rascunho aprovado

Havia rumores de que os países ricos queriam tirar esse princípio do texto, mas ele permaneceu.

O texto prevê fortalecimento do Pnuma, mas não especifica exatamente como. O assunto deve ser resolvido na Assembleia Geral da ONU em setembro.

A negociação avançou e o texto adota um novo instrumento internacional sob a Convenção da ONU sobre os Direitos do Mar (Unclos), para uso sustentável da biodiversidade e conservação em alto mar.

Avançou pouco. O fundo de US$ 30 bilhões não virou realidade. “A crise influenciou a Rio+20”, admitiu o embaixador brasileiro André Corrêa do Lago.

Os objetivos não foram definidos. Inicia-se apenas um processo para rascunhar quais devem ser as metas até 2013. Elas então devem ser definidas para entrarem em vigor em 2015, quando terminam os Objetivos do Milênio.
